Covert foreign influence is a dangerous challenge to democratic societies, but responding to it can imperil liberal values, particularly the right of free expression found in the U.S. Constitution and recognized as a universal human right under international law. This session will explore efforts to counter covert foreign political and social influence while upholding the freedom to exchange ideas.
